The framework offers a limited channel for designated entities, but it does not remove the broader obstacles that surround digital asset transactions. Wallets, exchanges, counterparties, and token issuers continue to face scrutiny, meaning practical cash-out routes remain ringfenced and difficult to access. The arrangement positions Bitcoin and stablecoins within the sanctions crosshairs, as international compliance requirements and de-risking by service providers limit how funds can ultimately be converted or moved. While the ELR signals Moscow's intent to build alternative trade corridors, the persistent enforcement and reputational risks across the crypto ecosystem keep the effectiveness of the loophole constrained for now.
